The Customs

have informed the Company that in future, any member of

the Chinese crew of a steamer found to be concerned in

smuggling may have to be arrested and handed over to the

Chinese Authorities for trial and punishment.

In addition to any pýnishment thus inflicted

by the Chinese Authorities, the China Navigation Company

will continue to take whatever measures it may think

necessary for the prevention or punishment of such offences.

Notification to the Company of the diso very of

smuggled goods.

When a seizure is made by the Customs, or goods smuggled

are found by stemmer's officers, a report must be sent to

the Company in Shanghai by the Captain, stating quantity

and description of goods, where found, and persons im-

plicated, also of their punishment where cases have had

to be dealt with away from Shanghai.

SMUGGLING. Special Attention is to be given to General

Regulation No. 18 and all Instructions for the suppression

of smuggling must be rigidly observed.

Serious complaints have been made by the Chinese

Customs regarding the prevalence of smuggling on the Com-

pany's steamers and it is absolutely necessary that all

possible means must be taken to suppress this illicit

traffic.
